Ambition or Compromise: What the EU ETS review means for carbon markets and industry

On the 17 July, the European Commission published its long-awaited proposal to reform the EU Emissions Trading System (EU ETS). The review sets out how cap ambition, coverage, free allocation and financial support will evolve through the remainder of Phase 4 and beyond to meet the EU's newly agreed 2040 climate target. For the carbon market, this is the first formal indication of how policymakers intend to balance climate ambition and industrial competitiveness over the next decade. Given the significance of the review and the ongoing struggles for the industrial sector in Europe, the EU carbon market remains in limbo, awaiting clarity. The European Parliament is next up to discuss the Commission proposals with the tougher Council test to follow in Oct/Nov ahead of a proposed March 2027 timeframe for final agreement. In addition to the EU ETS review, the topic of linking the EU ETS with the UK ETS continues to drag on following the change to the UK Prime Minister and postponement of the UK-EU summit. There is a finite window to ensure policy alignment so expectations are high that a deal will be finalised in Q4. CFP Energy experts Tim Atkinson and Polly Thompson will be joined by Henry Lush, Carbon Analyst from Veyt to review the reform proposals, assess the progress of negotiations and explore the impact on future carbon prices.
